Statement of the President of the General Affairs Council Linas Linkevičius on the approval of the MFF

I wish to express my satisfaction that today in its Plenary session the European Parliament formally approved the Multiannual Financial Framework for 2014–2020.

This is a result of many rounds of inter-institutional negotiations between the Council and the European Parliament. The Council of the EU have put enormous efforts to make it happen. The Council has delivered on all commitments: reached agreement on amending 2013 EU budget and agreed on 2014 EU budget; finalized negotiations on Cohesion and Common Agriculture Policy legislative packages and Horizon 2020 programme, agreed on the first meeting on the high-level Group on the EU’s own resources and advanced discussions on its future work.

Approval of the next seven-year financial period today opens the way for smooth start of MFF related programmes from 1 January 2014. This means that the Europeans will be able to benefit from new investments opportunities; youth unemployment will be further tackled; entrepreneurship will be strengthened through promotion of innovations.

I wish to thank the negotiating teams of the previous Presidencies, the European Parliament and the European Commission. Approval of the MFF has been one of the main priorities of the Lithuanian Presidency. All of us have succeeded.

I am now especially looking forward to the Parliament’s voting on CAP and Cohesion packages that are still to be debated in the Plenary.

An agreement on the 2014 EU Annual Budget reached last week also adds to the overall positive attitude and inter-institutional trust in the legislative process of the MFF.

As the Presidency, we will proceed with inter-institutional negotiations on remaining MFF-related legislative acts.
