On October 28 the Special Committee of Agriculture (SCA) endorsed the political agreement on the transitional measures for the Common Agricultural Policy (CAP) in 2014, which was reached by the negotiators of the Lithuanian Presidency, the European Parliament and the Commission at the informal inter-institutional meeting in Strasbourg on 23 October.

The transitional regulation is key for smooth implementation of the reformed EU Common Agricultural Policy. It will secure the legal regulation and funding to farmers and administrative authorities until the legislation of the reformed CAP is fully effective. The transitional rules will be applied as of 1 January 2014.

The political agreement on the transitional regulation is expected to be formally adopted at the Agricultural and Fisheries Council on 17 December. The Committee of Agriculture and Rural Development of the European Parliament will vote on it on 4 November. Then the European Parliament will have to give consent to the adoption of this regulation by a plenary vote.
