SCA meeting to focus on transitional rules

September 9th the Special Committee on Agriculture meeting (SCA) will take place in Vilnius. It’s a traditional event in the Member State, holding the EU Presidency, which is organized in parallel with the Informal meeting of Ministers for Agriculture.

During a meeting the members of the Committee will discuss a proposal on the necessary transitional Common agricultural policy rules on certain aspects of the Common agricultural policy reform mainly related to the system of direct payments and rural development. Transitional rules will be applied in 2014, so an agreement on the provisions will have to be reached during the Lithuanian Presidency not only within the Council but also on the inter–institutional level in order to ensure clear rules and financial guarantees to farmers in the transitional period.

On September 10th the chief executives will join the Informal meeting of the Ministers of Agriculture and the main discussion on the family farming prospects in the context of globalization. The discussion is particularly timely as 2014 is declared to be the “International Year of Family Farming” by the General Assembly of the United Nations.

The meeting of agriculture experts is traditionally followed by the best practices examples – in Lithuania the members of a Special Committee on Agriculture will have a nice opportunity to visit ecological goat farm (Sirvintų district), that is one of the biggest such type of farms in Baltic states.

A Special Committee on Agriculture (SCA), established on the base of intergovernmental decision is the relevant authority to facilitate the decision-making and adoption process in the EU Agriculture and Fisheries Council.  The Committee performs the analysis of draft legislation and other documents provided for discussion at the Council and gives its opinion. It manages to adjust a large part of questions and the decision–making formalities are left for the Council.
