Modified nine legislative acts in the domain of agricultural and fishery statistics in order to align them with the new institutional context

Regulation of the European Parliament and of the Council  amending certain legislative acts in the domain of agricultural and fishery statistics has been passed today in the Committee of Permanent Representatives (COREPER I). The Regulation implies the alignment with the Lisbon Treaty of nine legislative acts in the domain of agricultural and fishery statistics and transfer of the implementation powers from the Standing Committee for Agricultural Statistics to the European Statistical System Committee.

The Treaty on the Functioning of the European Union (TFEU) makes a distinction between the powers delegated to the Commission to adopt non-legislative acts of general application to supplement or amend certain non-essential elements of the legislative act as laid down in Article 290(1) of the TFEU (delegated acts), and the powers conferred upon the Commission to adopt uniform conditions for implementing legally binding Union acts as laid down in Article 291(2) of the TFEU (implementing acts). Therefore nine legislative acts in the domain of agricultural and fishery statistics which containe references to the regulatory procedure with scrutiny were reviewed.  Thus, the powers of the Commision were identyfied and the appropriate procedure for adopting measures on the basis of these powers was established.

Also, these nine legislative acts were modyfied in order to replace the reference to the Standing Committee for Agricultural Statistics by a reference to the European Statistics System Committee. It will help to improve coordination within the European Statistical System and to accelerate the legislative procedures.
